I'm pretty sure that this is what Chris Morris has in mind, continuing the theme of satirising media-bred hysteria from The Day Today and Brass Eye.

Rule through fear works every time though, doesn't it? Telling people to stop being so hysterical gets you nowhere.

I for one can't wait to see it.
And I wouldn't mind being in it either. Even if I have to wear a burqa!
